  1. 500 g all purpose flour 
  2. 2 cups water or as much as the batter takes 
  3. 3 cups fresh, finely chopped fennel 
  4. 1/2 cup finely chopped spearmint 
  5. 1/2 cup finely chopped parsley 
  6. 4 spring onions 
  7. 1 tsp salt 
  8. 1/2 tsp pepper 
  9. 1 tsp baking powder

  3. Fry spoonfuls of the batter in hot oil.
